Job Summary

Provide a brief description of the basic function of this job. Establishes, manages, and monitors health, safety, security, and environmental programs for the Cicero Lubricants Manufacturing Plant.  Develops and implements business strategy for health and safety policies and procedures, environmental stewardship, government compliance, and emergency response readiness.  Provides training, facilitates interaction with other work groups, establishes goals and objectives, and sets performance criteria.  Actively engages with peers, frontline leadership, and frontline employees building hazard recognition capability and identifying and eliminating or mitigating HSSE risks.  Establishes and manages the plant’s HSS&E Department operating budget. Functions as facility liaison with various local, state and federal government agencies including but not limited to; local police and fire departments, water district, USCG and EPA.   Accountable for fostering a proactive, positive safety culture at the facility.  Serves as member of the plant leadership team responsible for shaping the overall culture of the facility and creating a collaborative, productive working relationship with fellow leadership team members and their departments.  On-call 24/7 for emergencies.

Minimum Qualifications

Degree:

  • High School Diploma. Required.
  • Bachelor Degree. Preferred.

Minimum years of job-related experience required:

  • 8 years with degree or 10 years if no degree.

Specialized knowledge, skills, abilities, and experience required (this will be included on the job posting):

  • Drivers license.
  • Knowledge of federal and state regulations issued by OSHA, EPA, DOT, and USCG:  Knowledge of local codes and laws. 
  • Trained in facility emergency preparedness and response. 
  • Skilled in employee training techniques.
  • HAZWOPER knowledge/training required.
  • To Incident Commander Level, preferred.
  • Certified Safety Professional, CIH, and /or CHMM certification preferred.

Job Duties

  • HSSE Program Management: Ensure the facility has an effective HSSE program compliant with regulations and ISO 45001 standards. Develop and evaluate safety programs, perform audits, and serve as a subject matter expert on HSSE laws.
  • Regulatory Reporting: Ensure accurate and timely regulatory reporting. Maintain a compliance calendar, gather data for filings, and respond to information requests.
  • Safety Culture Development: Drive a proactive safety culture by collaborating with the employee-led Safety Committee, investigating safety concerns, encouraging reporting through programs, and recognizing safety performance.
  • Employee Training and Awareness: Build employee understanding of HSSE through relevant presentations, coaching on hazard recognition and root cause analysis, and providing feedback at safety meetings.
  • Audit Management: Represent the facility in HSSE audits, prepare materials, coordinate with auditors, present findings, and ensure closure of identified gaps through action plans.
  • Metrics and Continuous Improvement: Maintain HSSE and plant metrics, establish performance targets, review metrics with the team, and participate in continuous improvement initiatives.

 

Job Duties II

  • Incident Investigation and Root Cause Analysis: Lead investigations into accidents and near misses, conducting root cause analyses, capturing action items in Enablon, and ensuring closure of actions. Develop safety bulletins and coordinate case management as needed.
  • Facility Security Management: Oversee the facility’s security plan and contract security workforce, issue access badges, ensure security equipment is functional, and provide training for employees on responding to security incidents.
  • Stakeholder Relationship Management: Act as the liaison with local, state, and federal government agencies, coordinating site visits and responding to information requests in a timely manner.
  • Cross-Department Coordination: Facilitate alignment across departments by coordinating safety work orders, raising legal and regulatory recommendations, participating in engineering discussions, and addressing HSSE risks with leadership.
  • Administrative and Budgetary Oversight: Manage the HSSE Department’s budget and administrative tasks, including scale revenue records, safety inspection audit schedules, job safety analysis reviews, and tracking completion of HSSE training.
