Job Summary

Product inventory control, movement, measurement and documentation. Oversight of operational communications and activities of Union Operators to make sure that product movements into/out of tankage, pipelines and/or vessels are handled according to schedules and operational plans.  Some responsibility for community and/or customer relations response. 

Minimum Qualifications

  • High School Diploma

  • 4 years of experience

  • Proficient in Microsoft Office applications.
  • Valid Driver's License Required

 

Preferred:

  • Knowledge of mechanical systems, Safe Work Permits, and Lockout Tagout (LOTO) procedures is a plus.

Job Duties

  1. Responsible for safe, continuous, efficient and environmentally compliant terminal operations. Oversee the activities of on-duty Union Operators to accomplish operational activities including product receipts, transfers and shipments. Also responsible for overall operational decisions during absence of Senior Operational Supervisor or Assistant Terminal Manager. Must also facilitate and interact with other work groups to meet established goals and objectives. Responsible for efficient utilization of hourly personnel per terms and conditions of current collective bargaining agreement. When necessary, must report inappropriate actions to supervisor and be prepared to relieve any hourly employee from duty upon observance of unsafe or inappropriate behavior and be prepared to handle the required activities the duty relief might initiate. Responsible for identifying needs for additional personnel or overtime required to perform tasks based on scheduled work.
  2. Handle daily operations of product receipt, storage and shipment systems. Directs Hourly Operations to meet established operational plans, including terminal marine docks, pipelines, pumps, storage tanks, truck loading rack and appurtenances.  Operational responsibility includes periodic reviews of storage tanks, pipelines, valves, pumps, motors, thermal relief devices, pressure alarm systems, mechanical gauging equipment, etc. to ensure operational integrity – must also prioritize maintenance requirements including written forms and follow-up reports to insure completion. Oversee Contractors on site with the issuance of safe work permits (SWP), executing Lockout Tagout (LOTO) procedures, and verify compliance with all CITGO and OSHA safety procedures.  
  3. Maintain employee safety and operational regulatory compliance. Must lead, direct, instruct and motivate employees to safely complete their work assignments in all phases of the terminal operations, including guidance / direction to comply with the established industry / corporate safe work practices. Responsible for monitoring operational activities to ensure facility operational compliance with all regulatory permit parameters.  Must be able to comprehend and meet requirements of Operator Qualification (OQ) for tasks related to DOT regulated facilities.
  4. Maintain oversight of product inventory measurement and documentation.  Responsible for daily monitoring of product inventory and documentation for all product movements, including accuracy of opening / closing gauges, temperatures, etc. and completed paperwork as related to each product transfer, receipt or delivery. Make product inventory entries in Inventory Tracking software for accurate inventory management.
  5. Responsible for monitoring and overseeing QA/QC program, ensure proper sampling techniques are used and documentation with timely shipment of samples to CITGO lab. Responsible for daily and monthly monitoring/testing of all product samples and test results at the CITGO Linden lab. Responsible for understanding use of on-site test equipment and training of Operators in the proper use of the product testing devices.
  6. Involvement in customer relations and community relations. Ensure that Hourly Operators are encouraged to strive toward completion of their daily work activities yielding ‘customer’ satisfaction.

The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Expected Salary Range: $88,000 - $119,000
