Job Summary
The Manager, Project Engineering is responsible for overall Refinery Capital Budget Management as well as reviewing and evaluating project design engineering, technical services, cost estimating, budget management, safety management, scope management, quality management, and project schedules for all engineering projects assigned to the Project Engineering Department. The Project Engineering Manager is the primary person accountable for project management and technical review/assistance for Project Engineers in Central Project Engineering. This also includes management of all Contract Engineers, offsite & onsite, as well as the onsite Drafting Department. The Project Engineer also has some Project Management responsibilities for larger, complex projects in Central Project Engineering, as workload and other responsibilities permit. Additionally, the position provides technical Support and assistance to the organization as required to support safe and sound operation of refinery equipment during steady-state and upset conditions. This position is located on-site in Downers Grove, Illinois.
Expected salary range $215,000 – $240,000

Minimum Qualifications
- Bachelor's degree in Chemical, Electrical or Mechanical Engineering plus fifteen years of job-related experience
- Ability to manage and supervise project engineers and contract engineering firms in order to supply resources to execute the Refinery Capital Budget and provision of Technical Support Services in a timely and efficient manner
- Demonstrated ability to manage Major and Multiple Small Projects
- Ability to recognize and identify skill deficiencies in developing engineers and establish training programs. Solid technical skills, refinery experience, & knowledge are required
- Valid driver's license
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)
Job Duties
- Provide overall Refinery Capital Budget Management. This includes the development of the Refinery Capital Budget and Mid Term Capital Plan. The Project Engineering Manager (PEM) is the primary Capital Budget steward for its performance reporting, execution, engineering assignments, and prioritization of work. Weekly Project Coordination meetings are held and facilitated by the PEM with Operations, Engineering, & Maintenance and used to aid this effort.
- Manage the Capital Project Execution of all projects in the Central Project Engineering Department. This also includes Departmental management and reporting as well as Corporate Improvement initiatives for project execution. The PEM assures that all projects are executed per CITGO Corporate Project Execution procedures. Also, Engineering resources and assignments are provided such that timely and quality projects are executed within budget and in accordance with all Codes, Specifications and Refinery Standards. The PEM reviews Engineering Documents to assure quality and content. Assistance is also provided for all project engineers as well as other project team members to assure efficient/timely project execution.
- Provide Technical Services Support Management for Refinery with respect to all requests for the Central Project Engineering Department. This management of technical services requires ongoing work coordination and interfaces with other groups, primarily process engineering, I/E Group, construction, & Operations. Timely, quality, and cost effective technical and problem-solving services to Operations and Maintenance and others is stewarded by the PEM for all Central Project Engineering Services Requests
- Administer Personnel Management for onsite CITGO Project Engineers and Contract Project Engineers in the Central Project Engineering Department. Ongoing coaching of personnel and implementation of performance improvement programs where required. This includes ongoing performance reviews and annual performance appraisals
- Provide Management support for the Jacobs/CITGO Engineering Alliance as Lemont's Representative and main liaison. This alliance is managed in conjunction with representatives from Corpus Christi and Lake Charles Refineries. Jacobs Engineering supports each refineries projects from $5MM – $25MM TIC. Local Engineering Management support is also provided by the PEM for projects less than $5MM.
Job Duties continued
- Administer skill-based training for all onsite CITGO and Contract Project Engineers. This also includes providing all necessary tools, technical information resources, and software applications that support the project engineering function for project execution and technical support. This includes maintaining and improving Project Tracking System for project reporting and monitoring.
- Perform Project Management duties for larger, more complex projects assigned to the Central Project Engineering Department. This support includes quality, cost, and schedule responsibilities and general coordination efforts to steward these projects through completion and successful in-service operation.
