Job Summary

Leads the company-wide effort to improve refinery availability and reduce overall expenses by developing a culture of maintenance excellence. This includes, but it is not limited to, development of maintenance strategies, implementation of best practices, develop performance measurements (KPI's) and review during Monthly Performance Review meetings, develop expectations and goals to achieve safety and quality excellence, perform benchmark to identify gaps and gap closure ideas, develop contractor management plan, improve wrench time through implementation of advanced Planning and Scheduling practices, improve quality of work by developing CITGO craftsmen and proper contractor selection, support refinery reliability programs, perform wrench time assessments and implement recommendations, develop and maintain most cost effective contractor strategy for each site, support turnaround initiatives, implementation of project cost control reports consistent across all sites, perform labor market assessments and develop mitigation plans, develop training plan to continuously develop maintenance supervision and craftsmen, create a positive and proactive teamwork culture, and other improvements will be made to achieve and sustain maintenance excellence. Minimum Qualifications

  • High School Diploma plus a minimum of 8 years of experience in Oil Refining or Refining/Petrochemical Maintenance Management required.
  • Bachelor's Degree in Civil, Mechanical, Electrical, or Chemical Engineering is preferred.
  • General Management and Leadership Training and skills, and Supervisory experience.
  • Written, Verbal, and Presentation Communication skills. Team Building and Management skills.
  • Problem Solving and Decision-Making skills. Contracting management skills.
  • Self-motivation and supervision. Computer related skills. General overall refinery and technology knowledge and experience.

Job Duties

  • Develop and Implement world class maintenance work processes to improve maintenance efficiencies, improve productivity and reduce maintenance costs. Develop and maintain departmental procedures and guidelines. Provides direction, oversight, coaching and assistance to maintenance organization on an ongoing basis. Develop contractor management plan and monitor contractor performance. Develop and share both CITGO and Contractor Maintenance Performance Measurements (KPI's) with Maintenance organization and refinery leadership team to track improvement progress.
  • Perform maintenance benchmark and wrench time assessments to identify gaps and gap closure ideas to reduce cost and improve productivity. Analyze data and identify actionable items. Develop improvement plans, prepare presentations, and share information with maintenance organization and refinery leadership team. Implement recommendations and validate by performing regular audits.
  • Responsible for providing oversite, leadership, direction and management of the Maintenance activities in the refinery. This includes developing maintenance strategies, annual plans, setting goals, expectations and priorities, reviewing and establishing the organizational structure.
  • Review new technologies and initiatives to improve work efficiency. Interact with CITGO refineries and Industry to identify best work practices and ensure consistent implementation at all sites. Seeks creative and innovative ways to reduce maintenance costs, improve productivity, and other value added items to maximize overall maintenance performance
  • Responsible for providing safety leadership, management, and maintenance safety performance. This includes setting safety expectations and goals, developing safety programs and practices, monitoring safety program compliance, providing safety training, design and construction safety, pre-job safety analysis and process safety management, and performing safety audits and inspections.
  • Responsible for establishing Project Cost Control systems for cost management. Monitors cost performance and resources and provides continous feedback to the Manager of Maintenance and team members. Support maintenance with yearly budget preparations and budget compliance through out the year. Support enhancements to improve cost plans and forecasts.
  • Develops a Quality Management oversight and assurance for all maintenance related activities, including planning, scheduling, execution and proper documentation. Guides the maintenance organization in the development and application of Quality Management principles, including conformance to business and work process requirements. Provides leadership and management of the continuous improvement process.
  • Perform labor market analysis, provide and implement recommendations to develop the most cost-effective contractor and CITGO-hourly maintenance strategy.
  • Develop training master plan to provide adequate training at all levels within the maintenance organization. This plan needs to include both technical and personal development training. Work with Manager of Maintenance to develop succession plan for the Maintenance Organization and identify training needs for each person. Develop and implement forward thinking strategies for enhancement of craft workforce quality and availability.
  • Create a positive and proactive teamwork culture. Promote good communication and interaction among all the departments.
