Job Summary
The LC Shift Commander is responsible for supporting the overall operation of the Lake Charles Manufacturing Complex as a multi-skilled Emergency Response and Safety professional. This position provides critical assistance to the Complex Incident Commander (or the established Incident Command structure) during all emergency events, serving as the tactical response subject matter expert (SME). In this role, the Shift Commander directs emergency response personnel in a manner that minimizes risk to the public, plant personnel, and CITGO equipment and assets. The LC Shift Commander is also responsible for providing off-hours support to Operations and Maintenance through a range of general Safety & Health functions. These responsibilities include issuing permits, enforcing CITGO Health and Safety Department procedures as well as other applicable CITGO policies, and overseeing the contract Emergency Response shift personnel through the contract Shift Captain. The LC Shift Commander ensures that all required emergency response equipment inspections, testing, and maintenance—mandated by regulatory standards—are completed routinely and on schedule. Additionally, the LC Shift Commander verifies that all associated documentation is accurately completed, submitted, and retained in accordance with current CITGO systems and regulatory requirements.
Minimum Qualifications
- High School Diploma plus minumum 5 years of job-related experience required
- Contractor Management experience required
- Regulatory Agency Interaction experience required
- Advanced Computer Skills / Knowledge of SAP required
- NIMS / Incident Command System required
- Emergency Response Tactical Experience required
- NFPA 1041 – Fire Instructor I certification required
- Training development and delivery experience
- Critical Decision-Making Under Pressure
- Strong communication skills at all Levels
- Ability to work Shift work: 12-hour rotating shifts, 24/7 required
- Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above
Job Duties
- Responsible for completing all required regulatory periodic inspections, testing, and status verification of emergency response equipment. Develops and implements repair plans as needed and documents all maintenance activities using SAP and other recognized, CITGO-supported enterprise systems to ensure accurate work history and equipment lifecycle tracking.
- Directs the activities of the Contract Emergency Response shift personnel through their Contract Shift Captain or onsite Supervisor during routine operations. Must maintain a working knowledge of co-employment rules and company policies, as well as applicable medical protocols (including HIPAA) and all other regulatory requirements governing medical response activities.
- Responsible for supporting the Incident Commander and the Health & Safety Department as an emergency response tactical expert (Tactical Chief) for all emergency events at the LCMC Complex. Provides expertise in the deployment and coordination of Emergency Response resources, including contract personnel and VERTs. Also serves as a Joint Tactical Chief/Section Chief when responding to Mutual Aid events involving CITGO resources.
- Serves as the off-hours Subject Matter Expert (SME) for Safety and Industrial Hygiene issues. Conducts periodic off-hours assessments to ensure compliance with established CITGO procedures, actively identifying unsafe acts and unsafe conditions through effective hazard recognition. Fully empowered to stop work and initiate corrective actions whenever issues are observed.
- Conducts periodic, unscheduled audits on the condition and operational status of emergency response equipment throughout the LCMC Complex and reports any deficiencies or exceptions to supervisory personnel.
- Works with Health and Safety Services supervision to conduct initial assessments of incidents that activate the emergency alerting system or escalate into emergency events.
