Job Summary
The Safety Supervisor - Excellence develops, implements, and evaluates the quality of safety and develops training programs and procedures to assure personnel and facility safety. The supervisor monitors and controls the organization's safety standards in accordance with OSHA and other regulations. Additionally, this role is responsible to conducts trend analysis, audits, accident investigations and site inspections of operational procedures, facility design, equipment and materials and will oversee, develops quality assurance programs, and conducts employee training related to this program. Ownership of HSSE Excellence activities to ensure sustainable compliance and continual improvement of HSSE processes, including HSSE Management System and HSSE Compliance Audits/Assessments/Inspections and Gap Analysis.
Minimum Qualifications
-
Bachelor's degree, plus 10 years of safety experience

Knowledge and understanding of the implementation of HSSE Management Systems preferred (e.g., ISO 45001, OHSAS 18001, ISO 14001)

Strong knowledge and experience in the implementation of Documentation Management processes, including Document Creation, Revision, Publishing, Disposal, and facilitating implementation of a Documentation Management System.

Experience in development and implementation of HSSE Standards, Programs and Procedures

Experience in coordination and/or management of HSSE Audit Programs and Audits/Inspections

Strong Computer Skills including use of Microsoft Office Suite of applications, Power BI, preferred

Experience with implementation of enterprise wide HSSE data reporting/capture software applications (such as Enablon), preferred

Strong written and oral communication skills

Ability to work independently and/or part of a team

Valid driver's license

Eligibility Requirements: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card. Job Duties

Manages overall safety management system framework for the refinery

Develops and executes safety program review and audit process for regulatory and organizational compliance plus best practices

Manages IH function, including overall strategy, regulatory compliance, and partnership with health services

Develops and maintains overall safety training program, including development of training plans for safety and refinery personnel to ensure compliance with all applicable regulatory and company goals and objectives; will also serve as lead contact and liaison between the refinery and corporate Training Department to ensure compliance with corporate HSE requirements

Supervises and develops trainers who administer safety training to personnel working in the refinery

Mentors' safety and refinery personnel via individual interactions, safety huddles, group training, including constructive feedback to enhance development needs

Performs audits to ensure compliance with health and safety procedures

Participates in incident investigations as Leader or Team Member; this includes developing PowerPoint presentations and presenting to CITGO leadership

Performs other tasks and/or projects as assigned by the Health & Safety Manager.
