Job Summary

This position provides oversight for environmental compliance for LCMC with waste and water regulations and permits in a technically sound and economic manner.

Minimum Qualifications

  • B.S. in Engineering, Geology or Environmental Science
  • Minimum 2 years of Environmental experience required

Job Duties

  • Understand the regulations that apply to the Waste, Water, Remediation media and develop and carry out strategies to comply with the regulations and permits. Manage and monitor all ground water monitoring programs associated with regulated hazardous waste units, solid waste units and LCMC’s Remediation Corrective Action Program.
  • Prepare Solid and Hazardous Waste permit applications, associated reports as necessary for regulations and permits. Submit reports timely and maintain documentation. Prepare Post closure permit applications for applicable affected units.
  • Manage and assist with the LCMC Remediation Corrective Action Program.
  • Maintain and update the Environmental Contingent Liabilities (ECL) for LCMC as per CITGO Environmental Standard HSE-STD-ENV-005 Site Remediation Governance, Risk Management, and Assurances and CITGO Procedure 80-00 Environmental Contingent Liabilities
  • Manage LCMC Potable Water Louisiana Department of Health and Hospital (LDHH) compliance.
  • Member of LCMC’s Oil Spill Response Team. Response to spills and provide regulatory support for implementation of response/remediation activities. Maintain LCMC guidance for the identification of surrounding environmental, ecological, recreational and economical sites to protect during an oil spill. (FISH Book).
  • Provide environmental assistance for LCMC Dredging activities and Dredge Spoil Areas.
  • Provide environmental assistance to Land Management Committee.
  • Interface with regulatory agencies during inspections, audits, etc. to best represent CITGO’s interests.
  • Provide backup assistance for LCMC Waste Coordinator as needed.
  • Keep abreast of new, emerging and changing regulations to evaluate the impacts on the operation of LCMC, and update management. Communicate compliance requirements to all affected departments. Provide training to affected personnel as necessary.
