Minimum Qualifications

  • Bachelor’s Degree in related field plus ten (10) years of experience in Emergency Planning/Response equivalent experience; OR Associate’s Degree plus 12, or High school plus 14 in lieu of degree required.
  • Demonstrated leadership in high-stakes emergency response operations, including tactical command, fire protection, hazardous materials, and medical response required.
  • Proven ability to lead and develop multidisciplinary teams, including direct supervision of staff and contract responders required.
  • Experience in strategic planning, resource allocation, and performance management within emergency services.
  • Strong track record of building collaborative relationships across departments and with external agencies to enhance emergency preparedness and response capabilities.
  • Experience with change management, driving continuous improvement, and fostering a culture of safety and accountability.
  • Ability to influence senior leadership and contribute to corporate-level emergency response strategy and policy development.

Job Duties

  1. Directs and manages five (5) Shift Safety Supervisors and thirty (30) full-time contract emergency responders. These contract employees are the first responders to all Emergency Medical, Rescue, fire and Haz-Mat incidents.
  2. Provides leadership, direction, and vision for maintaining a highly effective emergency management program by determining the necessary level of emergency planning and training for the Incident Command Team.
  3. Represents CITGO as a member of the Local Emergency Planning Committee and local Mutual Aid by establishing and maintaining relationships with the local and state emergency response organizations in the area through participation in various committees, drills, and conferences.
  4. Directs compliance with applicable standards and oversee implementation of preventive maintenance, inspection, and testing programs that ensure the reliability of all refinery emergency response equipment including firewater pumps and fixed systems, fire truck, attack truck, mobile fire equipment, hazardous materials and rescue response apparatus.
  5. Manages the overall preparedness of emergency management by means of coordinating and scheduling training, drills and periodic reviews and updates to the Emergency Response Plan (ERP). 
  6. Participates and supports refinery and corporate emergency response and safety goals and projects to includes FET participation and assisting in the development of corporate best standards and practices.
