CITGO Petroleum Corporation seeks a Systems and Master Data Manager to work in Houston, TX to serve as the process owner for all systems, tools, and master data enabling Non-Hydrocarbon (NHC) Procurement and Supply Chain operations. Minimum Qualifications
Minimum Education: Bachelor’s degree in Engineering Management, Supply Chain Management or Information Systems
Minimum Experience: 8 years of progressively responsible experience in the following:
- Driving process improvements across Procurement and Supply Chain systems.
- Strong understanding of SAP configuration from a Business Analyst perspective and its interaction with business processes.
- Leading analyst teams, implementing continuous improvement initiatives, and developing KPIs for Supply Chain processes.
- Background in Business Analysis within Oil & Gas, focused on Procurement and Supply Chain KPIs.
- Demonstrated ability to lead teams, achieve business objectives, and implement process improvements.
- Hands-on experience with:
- Six Sigma or Lean methodologies
- SAP MM/IM configuration
- EDI schemas in supply chain operations

Job Duties
Serve as the process owner for all systems, tools, and master data enabling Non-Hydrocarbon (NHC) Procurement and Supply Chain operations. Ensure that supply chain processes are supported with accurate, well-governed data; effective system workflows; and high-quality reporting and performance metrics. Lead the development, standardization, and continuous improvement of supply-chain-related systems and master data across the corporation, partnering closely with Refinery Supply Chain, Corporate Procurement, and functional stakeholders.
Responsible for maintaining and improving material and service master data, supporting Procure-to-Pay (P2P) and Source-to-Contract (S2C) process performance, defining supply chain KPIs, and enabling end-to-end visibility of material planning, purchasing, inventory, and supplier performance. The focus is on operational excellence, process optimization, and data-driven decision-making – distinct from IT system administration.
Responsibilities include:
- Performance & Process Improvement: Define and monitor supply chain performance metrics (cost, quality, efficiency). Implement new or improved processes for P2P, inventory, warehouse, and purchasing to enhance efficiency and reduce costs.
- Systems & Process Ownership: Oversee Procurement and Supply Chain systems (e.g., SAP, Contract Management), approve changes, manage IT backlog, coordinate testing, and communicate updates.
- Master Data Governance: Ensure accuracy, classification, and timely processing of Material and Service Master data; maintain consistent data standards and controls.
- Technology & Reporting: Evaluate and implement technology solutions to improve tracking, reporting, and visibility across materials, inventory, and distribution.
- Purchasing & Inventory Management: Manage strategic and tactical purchasing, material planning, inventory control, warehousing, and receiving activities.
- Supplier Performance: Monitor supplier activities to ensure compliance with quality and delivery requirements.
- Leadership & Collaboration: Lead personnel responsible for master data and system support; collaborate cross-functionally with Procurement, Supply Chain, Finance, Operations, and IT.
- Other Duties as Assigned: Support corporate initiatives and participate in cross-functional projects.
