Job Summary
This position is a ladder progression in the job classification of Hydrocarbon Scheduler. It reflects an accomplished career in multiple-hydrocarbon scheduling at a corporate or functional level. The experience gathered by the incumbent may include as well, exposure to the areas of Marine Operations, Vessel or Barge Operations Coordination, Rail and Freight, etc. at both domestic and international level. The experience and demonstrated performance on scheduling activities shall make the incumbent key provider of scheduling advice to the commercial and supply teams typically on specific hydrocarbons or geographies, new IT solutions or upgrades, and on the conceptualization and implementation of logistical solutions related to specific hydrocarbons. The incumbent shall serve as a Mentor, Trainer and Advisor to less experienced Hydrocarbon Schedulers and shall serve as a Back-Up to other Senior or Lead Hydrocarbon Schedulers. Additionally, the incumbent shall promote the study, analysis and development of logistics optimization activities for his/her specific hydrocarbons individually and, where applicable, in close coordination with the positions of Dock Coordination Manager and the Logistics Analyst, as well as the Lead Hydrocarbon Scheduler. The routine expectations of the job shall include, a) the coordination of CITGO's logistical assets for a specific hydrocarbon to satisfy internal and external customer needs and maximize equipment utilization and efficiency, b) Managing the scheduling of specific hydrocarbon inputs and/or outputs to the refineries, terminals and lube plants, as the case may be, c) Assisting in the formulation of supply and distribution strategies to support margin capture initiatives, demurrage expense reduction, etc. Duties include receiving, reviewing and consolidating customer notifications and preparing corresponding schedules, analyzing demand and providing scheduling, coordination, recordkeeping and inventory control for CITGO systems across the supply chain for a specific hydrocarbon commodity.
Minimum Qualifications
- 5 years of combined scheduling, vessel operations, barge and/or rail and freight operations experience is preferred or a minimum of a College Degree and 5 years related petroleum industry experience.
- If no degree a minimum of 10 years' experience of combined scheduling, vessel operations, barge and/or rail and freight operations.
- Strong computer skills and excellent math skills
- 24 hr availability - must cell phone
- Good oral and written communication skills
- Ability to execute multiple tasks in fast pace, high stress environment
- Excellent decision implementation skills
- RightAngle experience preferred
Job Duties
- At any given time, the Senior Hydrocarbon Scheduler should have a well defined scope of work for specific hydrocarbons and a network of internal and external contacts across the supply chain for the specific hydrocarbon commodity under his/her scope of responsibility. The Senior Hydrocarbon Scheduler is a key member of the specific hydrocarbon supply team, and as such should develop work processes to strengthen the coordination with all the key team members involved. For any given hydrocarbon, the Senior Hydrocarbon Scheduler should analyze the forecasted supply/demand requirements, identifying opportunities to: a) optimize inventories within the operating targets established by the specific hydrocarbon Management, b) develop an optimized hydrocarbon movement schedule for each transportation mode required by the circumstances, c) reduce cost and potential inefficiencies, d) jointly optimize use of dock availability and tank space, e) alert the supply team as to potential conflicts and highlight potential solutions, etc. The Senior Hydrocarbon Scheduler should apply expert knowledge of operations, financial processes and their interrelationships to act as an internal consultant to the respective hydrocarbon supply team.
- Based on actual execution, forecasted hydrocarbon commodity needs and facility availability, the Senior Hydrocarbon Scheduler should proactively and continually assess and execute solutions to optimize working capital, including physical and in-transit inventory within a deep understanding of the trade-offs between supply and financial impacts, as well as advise on supply contingency plans in face to major events, like major planned and unplanned facility turnarounds, hurricane preparedness, etc.
- The Senior Hydrocarbon Scheduler should use his/her understanding of the trading cycles and contractual nomination and purchasing rights and obligations to optimize the development and confirmation of the supply programs for the specific hydrocarbons under his/her responsibility. The nominations or purchases should be produced and revised as the case may be, in full concert and alignment with the needs of internal and external customers, which may include, but not limited to, Traders, Corporate Refinery Coordinators, Lead Hydrocarbon Schedulers, Refinery or Origin and Destination schedulers, Terminals, Inspection companies, etc. The Senior Hydrocarbon Scheduler should develop and implement evaluation tools and data collection processes to remain abreast of process performance and communicate results with concrete recommendations.
- The Senior Hydrocarbon Scheduler should always be looking beyond the routine aspect of the job to help identify technological solutions leading to higher efficiency, meaningful data collection and data management, process improvements, etc. Compile and maintain accurate hydrocarbon movement and inventory information in SAP. Verify and authorize payment of invoices related to hydrocarbon movement to expedite reconciliation process.
- The Senior Hydrocarbon Scheduler should partner with the Lead Hydrocarbon Scheduler, Dock Coordination Manager, the Logistics Analyst, and the other members of the Scheduling team to proactively participate on special projects requiring his/her expertise, like the implementation of SAP upgrades, testing of new IT solutions (as an example, related to the Mid Office initiative, etc.), the scheduling implementation around new logistical solutions, like leased storage tanks, docks, or blending facilities, etc.
