Job Summary

The Manager, Project Controls Excellence is a Project Controls expert possessing an emphasis on estimating that supports all of CITGO’s Project Controls departments at each business unit and provides conceptual estimating for Strategic and Corporate Planning. This position sets CITGO’s estimating expectations and standards and promotes a project excellence culture. This position reviews estimates developed by other estimating professionals and engineering service providers.  The position is vital to ensuring projects are ready for management approval. The position reviews projects’ history for lessons learned and system improvements. The position serves as CITGO’s benchmarking lead. The position must be able to set up new Project Controls departments where none exist and provide general Project Controls expertise throughout CITGO, from individual CITGO business units to CITGO Executive Leadership Team.  

Minimum Qualifications

Bachelor's degree plus 15 years of experience. 

Demonstrate knowledge of project cost control, scheduling, and estimating.  The employee should also, (a) demonstrate the ability to supervise and coordinate the work of professionals, technical staff, and support personnel to facilitate the achievement of departmental goals; (b) be able to communicate clearly both in written and oral mediums and with audiences ranging from technical support personnel to non-technically oriented senior leaders; and (c) have proficiency in computer skills such as Word, Excel, PowerPoint, and SAP.

Job Duties

  1. Develop, implement, and maintain project controls using standardized CITGO processes to manage project capital and expense projects and portfolios.
  2. Author and maintain CITGO Estimating Standards, Procedures and Job Aids.
  3. Point of contact for estimating related questions.
  4. Perform estimate assurance reviews.
  5. Establish reporting activities of project control services.
  6. Develop and manage estimating databases.
  7. Serve as Projects benchmarking expert for all CITGO Business Units- setting benchmarking expectations and post-benchmarking improvement plans.
  8. Develop conceptual estimates (FEL 0 and Project Study Bases-FEL 1) supporting Strategic and Corporate planning.
  9. Provide independent gate assessments on capital projects.
  10. Provide training for project teams on CITGO’s estimating work process.
  11. Serve as CITGO’s IPA relationship manager.
  12. Identify exceptions and variances to planned performance. Facilitate appropriate management intervention to maintain planned performance and to reduce and/or mitigate performance degradation.
  13. Work with individual projects and business units to provide ongoing capital project reports and updates. Provide clear and timely reports that outline progress in terms of planned performance targets. Utilize and optimize capital project evaluation, estimating, and approval processes.
  14. Manage cost activities including development and implementation of cost controls as needed. This is to include the building of long-range plans and annual budget estimates, as well as forecasting of individual projects.
