Job Summary
The Manager Origination Business Development partners with internal and external customers/suppliers to originate new business and to develop, negotiate, and execute commercial agreements under the Supply & Marketing organization.
The focus of this role will be developing opportunities that enhance margin capture across the full clean products value chain from refining to trading and marketing. Clean products may include gasoline, gasoline components, diesel, jet fuel, and biofuels such as ethanol, biodiesel and sustainable aviation fuel (SAF). The position requires in depth knowledge of commodity flows, product infrastructure, changing regulatory requirements, and market players within the geographic footprint where CITGO operates. The position monitors market conditions, regulatory events, and recommends strategies to drive continuous profitability and growth. The position will monitor market trends, benchmark with industry competitors, and be aligned with the business and trading teams strategies.
The position is responsible for originating new business and nurturing current business relationships.

-Develops and analyzes opportunities to increase market share in key markets and enter new markets
-Provides tender and term sales opportunities to trading team and assists in crafting supply agreements
The position identifies and drives opportunities to enhance CITGO’s clean products infrastructure
- Responsible for developing, negotiating, and executing new agreements and renewals for transportation, storage, and throughput of clean products on third party assets
-Develops and enhances optionality for clean product flows to increase netbacks and drive margin capture
The position collaborates with other CITGO business units including refining, terminals, pipelines, and marketing to identify and develop projects and opportunities across the full clean products value chain.
-Provides commercial insight and supports business case development for clean products related capital projects
-May lead commercial negotiations with involved third parties for clean products projects at CITGO refineries
The position will work closely with cross functional teams to prepare and present business cases with supporting economics to senior management. The position will focus on balancing long-term strategies and gains with near term activities.
The role will operate within delegated systems of authorities and adhere to CITGO’s policies and procedures. Ensures CITGO contract management standards are always met with the highest Controls environment.
Minimum Qualifications
- Strong understanding of refined product markets, commodity flows and asset infrastructure in US markets.
- Excellent communication and negotiating and sales skills.
- Strong financial and economic analysis skills.

- Bachelor's Degre required; Master's Degree preferred
- Minimum number of years of job related experience required by this job is 13.
Job Duties
- Support supply and marketing with strategy and business case development to enhance clean products margin capture across the value chain
- Monitors commodity flows, market prices, regulatory changes and competitors.
- Originates and cultivates new and existing counterparty relationships
- Develop and analyze tender and term sales opportunities and coordinate with trading team on crafting supply proposals and agreements
- Work closely with cross-functional teams on capital projects and new opportunities. Develops economic models and presents business cases with supporting economics to senior management
- Lead commercial negotiations with third parties for clean products transportation, storage, and throughput agreements
- Supports annual medium term planning process by developing strategies for clean products margin growth
- Maintains contract records ensuring all controls standards are met and reports to management on the status of projects and initiatives
