Job Summary

Recommends, directs, and evaluates programs and procedures to provide optimum level of protection and well-being of employees, environment, facilities, and the general public and minimize consequences of occupational injuries and illnesses, accidents, incidents, releases, loss of company assets, and ensure compliance with health and safety laws, regulations, and standards. Recommends, directs, and evaluates programs and procedures to ensure the compliance of all facilities with local, state and federal environmental regulations and laws. Recommends, directs and evaluates programs and procedures to ensure CITGO Lubricants is in compliance with Corporate and outside guidelines, laws and regulations related to OSHA, EPA, state and local standards and regulations. This position is the interface between Lubricants and the Corporate HSSE and Compliance groups with an integral function of managing conformance with internal and external requirements.

Minimum Qualifications

  • Bachelor's Degree required and minimum 10 years job-related experience with five years in Safety Supervision/Management within Safety Department and Field
  • Business Unit level management experience over of the following:  Legislative/Regulatory – Safety-Environmental
  • Experience in Emergency Preparedness

Job Duties

  • Leads the efforts for continuous improvement of Health, Safety, Security and Environmental performance.  Works with Lubricants Manufacturing Plant HSSE Managers to ensure appropriate and consistent safety and environmental compliance at all sites and for Corporate Lubes employees.  Ensures incident reporting for Lubes meets expectations of Lubes Management and Corporate Safety. Develops and implements through HSSE Managers standards for reporting. Manages and coordinates communication of safety performance and plans at MAM, MSOM, Lubes LPM and additionally as appropriate.
  • Works with Plant Managers, Manufacturing Manager and General Manager to develop HSSE personnel.  Works with Corporate HSSE to identify the organizational and personnel needs to reach the goal of ZERO Injuries and Zero Reportable releases. Assures the HSSE Managers at the Manufacturing facilities are aligned with overall Lubricants vision and goals, and Corporate HSSE as well as other CITGO efforts.
  • Directs the physical security and assets protection programs including the Contracted Security Services to ensure effectiveness and cost-efficiency of activities across the Lubricants Facilities. Manages the process for continuous review of facilities and the need for updates for infrastructure and security systems.  Works with Plant Mangers to ensure the safety of employees, contractors and visitors in a consistent and cost effective manner. Manages processes and systems including reporting to General Manager and Senior CITGO Management on performance and compliance of security programs and contract staffing

Job Duties II

  • Manage the overall effort for Lubricants to stay current in the areas of safety and environmental with ISO and other industry certifications and standards. Create and maintain policies, programs and procedures for the Manufacturing Plants to ensure compliance with industry standards and regulations that will maintain the status for CITGO in the Lubricants industry.
  • Manage and update the Business Continuity Plan (BCP) for Lubricants. Interface and coordinate with Corporate HSSE, the Business Groups within Lubricants and the Manufacturing Plants to maintain a current BCP to address emergencies facing the group. Lead the groups through events where the BCP is implemented to maintain safe, reliable operations during an event.
  • Create, develop and maintain policies, programs and procedures related to safe vehicle operation to be used at the Manufacturing Plants and in Field Sales. Coordinate with Corporate Safety and Fleet Services to ensure safe operation of company vehicles assigned to all Lubricants employees
  • Ensures regulatory compliance requirement matrices, contained in permits and required by programs, are updated as interpretations and regulations change and that a thorough review process is in place for all communications with appropriate groups and Corporate HSSE.
