Job Summary

Manage the chartering of domestic marine equipment (tankers and barges) for the Corporation.  Coordinate with internal customers on their marine equipment requirements, provide economics of transportation costs and share market intelligence. Be knowledgeable and have a good understanding of the maritime industry and how it functions from beginning (Chartering) to end of process (Demurrage).  Directly responsible for negotiating and chartering marine equipment for assigned area and monitoring the work of Vessel Operations Coordinators, throughout each voyage providing guidance where needed.  Develop good working relationships within the industry.

•    Ability to make presentations to Upper Management 
•    Ability to conduct multiple projects simultaneously 
•    Ability to work independently and as a team member 
•    Good Computer skills, knowledge of SAP, Power Point, Excel and Power BI a plus

Job Duties

1. Jones Act Chartering Manager: Negotiate and finalize transportation contracts to satisfy all CITGO water transportation requirements.  Manage the reduction of overall transportation costs and ensure reliable service to the Corporation through the efficient control of marine transportation equipment. 
a.    Formulate and implement strategies to maximize utilization of term equipment while balancing fluctuations in refinery requirements, ascertain the optimum time to enter the market to charter transportation equipment and determine optimal length of contract based on market conditions. 
b.    Communicate with internal and external traders/clients/charterers and vessel owners/brokers to price freight; ; negotiate freight rates and other Charter Party contractual terms. 
c.    Maintain a comprehensive knowledge of various commodity types, rules, and regulations, as well as their corresponding equipment and operational differences to ensure proper cargo transfers. Incorporate this knowledge into various charter party agreements to ensure continuity of all agreements. Maintain contract and supporting information for compliance with corporate audit and purchasing procedures. 
d.    Utilize experience to anticipate freight market demands and trends, both short and long term. Work with team to further develop quantitative and fundamental indicators for us in forecasting price. 
e.    Monitor and analyze the impact of ancillary cost factors, such as fuel pricing and demurrage, in determining and implementing options and strategies for improved management. 
f.    Facilitate chartering of quality vessels with partners that have a proven track record of reliability, safe operations, and an adequate supply of quality vessels.  
g.     Develop presentations and present contract details to appropriate Committees for approval

2.  Support various supply groups with their current and future transportation needs.  This will ensure that transportation being provided conforms to the strategic objectives of the supply function. 
a.    Collaborate with supply traders, pilots and schedulers to determine supply programs and refinery unit runs to ascertain frequency and parcel volumes to be transported, thus avoiding demurrage, dead freight cost, and ensuring proper timing of marine transportation. 
b.    Furnish Traders and Upper Management with accurate estimates of freight costs and vessels availability, enabling Traders and Management to include various freight costs in contract evaluations and economics. 
c.    Evaluate the acceptance for company-chartered vessels to call at other facilities.  Ensure that vessel loading and delivering cargoes are safe and meet company requirements, directly reducing the potential for casualties and pollution risks. 

3.Maximize execution and supervise operations to make sure best practices are in place. Liaise with the freight operations teams across the organization giving clear instructions.
