Job Summary
The Hydrocarbon Quality Manager is responsible for designing, implementing, and maintaining systems and processes to ensure the quality of purchased crude oils and feedstocks aligns with contractual provisions and is accurately valued to optimize the Company’s operations and maximize profitability. Responsible for identifying, analyzing, and resolving the quality issues and risks that may affect the Company’s operations, and profitability. Escalates and reports critical quality issues and risks to the senior management and other stakeholders and recommends appropriate actions and solutions. Directs and coordinates the efforts of the CITGO Crude Quality & Technology team and Third Party laboratories to ensure resources are utilized effectively and efficiently. Serves as the Company’s Subject Matter Expert (SME) and industry liaison for crude oil and feedstock quality and relevant sampling, testing and delivery systems. Directs and prioritizes daily activities of CITGO Crude Quality & Technology technicians with respect to the associated quality managed by the position.
Minimum Qualifications
Bachelor’s degree in Engineering, Chemistry, or related fields plus a minimum ten years of direct experience in petroleum refining related jobs (i.e., Hydrocarbon Quality Manager, crude and feedstocks blender, process engineer). A Master Degree is desirable.
Job Duties
1. Implement continuous Quality Monitoring for all crude and feedstocks received at CITGO refineries (Lake Charles, Corpus Christi, Lemont) to ensure quality standards are met. Maintain a central quality database for statistical control and publish reports to refineries.
2. Direct the use of assays for refinery economic planning, focusing on high-potential new crudes and feedstocks. Support refineries with crude assay updates and approve samples for testing, while managing the budget for crude assay activities.
3. Act as the company's Subject Matter Expert (SME) and liaison for hydrocarbon quality, advising on new opportunities and providing technical support for problem-solving related to crude processing at refineries.
4. Oversee CITGO Laboratories and crude assay teams, ensuring accurate testing of hydrocarbons and serving as the primary contact for testing-related issues.
5. Maintain an up-to-date crude assay library that reflects current quality standards for all listed crudes and monitor global crude quality to keep the quality database accurate.
6. Identify and implement new laboratory and measurement technologies to enhance the quality monitoring program. Conduct annual audits of the CITGO quality monitoring program at each location, adjusting the focus of laboratory, refinery, and pipeline personnel as needed.
7. Serve as the liaison between refineries and suppliers for technical crude-related issues, representing CITGO as the Hydrocarbon Quality Manager at industry meetings. Build strong relationships for crude quality intelligence and act as CITGO's official voting representative on ASTM Committees for instrument testing methods.
8. Undertake special projects as requested by supervisors and other departments, including maintaining a crude price/freight rates database and supporting pipeline engineers, accounting, and tax functions.
9. Manage Crude Assay Technicians, establishing project priorities and directing their activities while focusing on development and planning.
