Job Summary

The Corporate HSSE Excellence Specialist is responsible to overseeing and maintaining HSSE Excellence programs which support CITGO values, build CITGO HSSE risk management capacity, and advance continual improvement of HSSE performance. The role works collaboratively in a team environment to develop and coordinate HSSE Excellence programs and support the company in effective and efficient implementation. This includes support for the implementation of the CITGO HSSE Management System, control and maintenance of associated HSSE MS documentation, coordination of and participation in HSSE MS and HSSE Compliance Audits/Assessments/Inspections, development and maintenance of the Corporate HSSE Department HSSE MS Intranet pages, coordination of HSSE communications, oversight of Corporate HSSE Training programs, and performing additional duties as assigned by the Manager, Corporate HSSE Excellence

Minimum Qualifications

  • Bachelor’s degree in Occupational Safety/Health, Environmental Science, or an Engineering field.
  • 8 years of experience in HSSE Management, preferably in the oil & gas, petro-chemical or chemical industries.
  • Strong knowledge and understanding of the implementation of HSSE Management Systems (e.g., ISO 45001, OHSAS 18001, ISO 14001, etc.).
  • Strong knowledge and experience in the implementation of Documentation Management processes, including Document Creation, Revision, Publishing, Disposal, etc. and facilitating implementation of a Documentation Management System.
  • Experience in development and implementation of HSSE Standards, Programs and Procedures.

 

Job Duties

1. Drives implementation of the CITGO HSSE Management System enterprise-wide to ensure effective incorporation into all facets of Business Unit operations. This includes:

o

Advise on and support the implementation of the HSSE Management System Framework and associated HSSE expectations across all Business Units.

o

Development and maintenance of all components of HSSE Excellence programs.

o

Leadership of Corporate HSSE Management System Intranet resources.

o

Ownership of HSSE Excellence activities to ensure sustainable compliance and continual improvement of HSSE processes, including HSSE Management System and HSSE Compliance Audits/Assessments/Inspections and Gap Analysis.

o

Advise and assist Business Units in the definition, assignment, completion, and validation of HSSE Management System related Action Items.

o

Contributing to the design and configuration of the CITGO HSSE Data Capture and Reporting System (Enablon) to support HSSE Excellence programs.

2. Manages the Corporate HSSE Department Documentation Management process including:

o

Support the development of new Corporate HSSE Department Documentation.

o

Facilitate the revision and formatting of updated Corporate HSSE Department Documentation

o

Maintain the Corporate HSSE Department Documentation Register/Intranet site.

o

Publishes New/Revised Documents and Distributes Release Notifications

o

Track and monitor validity of Corporate HSSE Documentation.

3. Leads in HSSE Management System activities including HSSE Audit/Assessments/Inspections, Investigations, Surveys, Procedure Reviews, HSSE Initiatives, etc. as necessary.

4. Design and oversight of Corporate HSSE Training Programs including defining HSSE Training needs, establishing and maintaining materials in standard formats, monitoring training performance, delivering HSSE Training as required, and coordinating with Business Unit HSSE Training programs.

5. Manages Corporate HSSE Excellence Communications including distribution of HSSE related Best Practices, Lessons Learned, Bulletins, Alerts, and other Information and Data.

6. Monitor regulatory and industry best practice developments in HSSE Excellence and advise Corporate HSSE Management regarding opportunities for improvement and revisions to CITGO HSSE Management System programs and practices.

7. Other duties and responsibilities, as assigned by the Manager Corporate HSSE Excellence, supporting and representing the Corporate HSSE Department and the HSSE Excellence Team, including but not limited to, preparation of HSSE Excellence related presentations, representative on work groups, teams and committees as required, support/back up for other HSSE Excellence activities.
