Job Summary

Serves as CITGO’s Environmental SME for environmental programs, including Air, Water, and other environmental aspects, as assigned. Ensures timely and accurate collection, analysis, and reporting of environmental metrics. Ensures timely and accurate interpretation of new and revised regulations. Ensures timely and high-quality services to business units. Works to build relationships and engagement throughout the CITGO HSSE environmental organizations and drive Excellence.

Minimum Qualifications

  • At least 10 years’ relevant experience with environmental programs applicable to the refining, terminals, transportation and marketing operations, including compliance management programs and tools.
  • Bachelors degree
  • In-person experience with refinery operations and implementing strong compliance programs.
  • Strong oral and written communications skills and the ability to facilitate collaboration between disparate parties. 

Job Duties

1. Knowledgeable of site operations and regulatory requirements to represent the Company’s interests in negotiations with Federal, State and Local Agencies. Analyze the best position for the Company and know when to change, compromise, stand firm or suggest alternatives to those positions. Support governance and assurances over all environmental contingent liability projects.

2. Cooperate, Collaborate, and communicate with other members of the HSSE Department and Business Units to share knowledge and experiences and improve HSSE performance as a team
• Communicate legislative and regulatory developments and association information to peer subject matter staff in the Business Units.
• Respond to all requests for support and information from Business Units- actively integrate and interact with BU staff in your subject matter area.

3. Follow and understand legislative and regulatory developments that may have an impact on the business in your subject matter area. Represents the Company’s interests and positions in major trade organizations.

4. Using knowledge of site operations, support sites to identify and implement efficient systems to achieve and sustain superior environmental performance. Provide support for RCRA and Remediation projects as needed.

5. Review and update, as appropriate, corporate level standards, policies, procedures, and guidelines in your subject matter area.

6. Track and report key performance indicator (KPI) metrics for subject matter area policies and procedures
• Perform management system reviews in accordance with internal requirements.
• Timely perform compliance audits and assessments legally required for your subject matter area.
• Ensure all required compliance reporting to agencies is completed accurately and on time.

7. Coordinate internal strategic planning for projects.
8.Coordinate, as necessary, with Legal Department to obtain guidance, counsel, advice and/or interpretations.
