Job Duties
- Supervisory Activity – Manage/supervise activities of demurrage analysts. Monitor and assist staff with their claims portfolios. Establish and maintain processes and reports pertaining to efficient processing of demurrage claims. Monitor demurrage accounts to maintain current accounts payable and receivable balances
- Demurrage Claims – Gather data and information from available resources regarding marine movements having demurrage hours. Receive, validate, analyze, negotiate, settle and pay demurrage claims resulting from marine movement of crude oil, feedstocks and refined products for CITGO. Assign demurrage cost and reasons internally to CITGO business units.
- Demurrage Due CITGO – Identification and subsequent invoicing of demurrage due CITGO from third parties. Maintain sound records of open items and diligently pursue collection of open claims including collaboration with Legal Department to pursue litigation if deemed necessary.
- Demurrage Prevention – Support CITGO’s demurrage prevention efforts by identifying, analyzing and assessing root causes of demurrage, as well as establishing cause-effect relationships to determine the financial and operational impact of demurrage.
- Contracts – Review purchase and sale contracts and advise management and key professionals concerning demurrage contractual obligation issues, and the effect of CITGO’s General Terms and Conditions, CITGO’s Marine Provisions and CITGO’s ASBATANKVOY clauses on those issues. Use sound judgment to consult with Legal Department for complex matters.
Job Summary
Supervise a staff of three Demurrage Control Analysts whose primary function is to analyze the cycle of hydrocarbon marine transportation, which involves marine based load/discharge event times, receive and analyze demurrage claims, negotiate and make appropriate settlement payments, rebills to 3rd parties, collection of rebills, financial and operational reporting and optimization of tools, processes and/or manpower to prevent and/or mitigate future delays resulting in costly demurrage.
The Demurrage Control Manager must utilize a thorough understanding of the entire supply chain and financial impact of all processes and transactions pertaining to demurrage. Also, this position is responsible for reviewing supply purchase and sale agreements to ensure appropriate contractual consideration is given to demurrage obligation, analyze contractual arrangements and cargo transfer operations to identify demurrage issues and advise appropriate parties in order to help avoid demurrage, confer with traders, schedulers and terminal operations personnel to raise the level of demurrage awareness. Work with Credit, customers, and suppliers to maintain current accounts payable and receivable balances.
This involves a close monitoring and contact with third parties and business partners on demurrage causes, as well as the assessment of its operational and financial impacts to CITGO.
Minimum Qualifications
The Demurrage Control Manager should have strong leadership and communication skills (written and verbal) as well as advanced analytical skills. Past work experience should demonstrate the ability to work in an extremely complex and dynamic environment that includes the ability to work effectively with a team. Past experience in refinery logistics/economics is a plus. Familiarity with marine law and arbitration cases, Bachelor degree in marine, engineering, business or oil & gas related field is preferred but not required.
Minimum years of job-related experience required is 8.
