Job Summary
Administers the benefits policies, processes, and day-to-day management of the HRIS system applicable to the CITGO health and welfare plans and in compliance with plan rules and regulations. Serves as subject matter expert for all aspects of HRIS systems data related to health and welfare and retirement plans. Main point of contact for HRIS benefits related system problem resolution. Serve as administrator for company disability and health retirement programs. Manages complex analytical projects assigned by Health & Welfare Plans Manager.
Minimum Qualifications
- Bachelor's Degree in Business, HR , or related field required. 10+ years of job-related experience required in lieu of Bachelor's Degree.
- In-depth knowledge of federal and statutory laws, including but not limited to ERISA, FLSA, FMLA, COBRA, EEO, ADA, ACA, HIPAA.
- Strong analytical skills with the ability to summarize and interpret data effectively.
- Proficient in MS Office; familiar with SAP and/or other HRIS systems.
- Self-motivated, detail oriented, and able to manage multiple competing priorities simultaneously.
- Exceptional problem-solving abilities, with proven track record of identifying and resolving issues efficiently.
- Excellent written and verbal communication skills, with the ability to interact effectively with individuals at all levels of the organization and external contacts. Must maintain a high level of confidentiality of all benefits related and adhere to privacy and security regulations.
- Experience administrating disability cases.
Job Duties
- Manage and lead the benefits data integrity function of the Health & Welfare team. Analyze and process all HRIS benefit plan related changes in accordance with health and welfare plan provisions and compliance requirements. Determine COBRA and HIPAA eligibility for plan participants. Collaborate with the Benefits Representative and/or Legal Department in processing Qualified Medical Support Orders (QMSCOs). Manage the daily system administration of the health and welfare plans including but not limited to reviewing reports/Third Party interfaces to verify data and initiate entries, investigate discrepancies, determine and approve necessary changes. Respond to confidential inquiries for Human Resources and Legal, with regard to the administration of plan; provide data as needed for actuarial valuations and research/respond to plan audit requests. Oversee the integrity of benefits data managed within both HRIS systems, SAP and SF ensuring data integrity and accuracy of all data entered and distributed. Create and maintain documentation of Benefits transactional processes including complex guidelines.
- Leads and serves as subject matter expert in the administration of the Retiree Reimbursement Account program including interface file administration, audit and reconciliation of enrollment files and RRA account set up. Lead the annual Affordable Care Act (ACA) compliance project, managing all project parameters and engaging project stakeholders to ensure timely and accurate legal filings and the distribution of required documents to maintain compliance. Define requirements, develop and interpret reports from SAP and SF and other sources as needed.
- Consult with Benefits Representatives, Benefits Accounting, IT personnel, and others to design SAP and/or SF configuration to facilitate accurate, efficient, and compliant administration of company benefits. Consult with IT personnel on final SAP and SF configuration to implement design changes, SAP/SF upgrades and other computer system changes. This role has primary responsibility for conducting and/or coordinating user testing as related to Benefits data and finalizing approvals of changes with HR management. Serve as the primary point of contact for submission of requests for changes to SAP and/or SF configuration related to Benefit - plans administration. Analyze these requests to determine appropriateness and make changes when applicable.
- Interpret and assist in the implementation and administration of all SAP and SF policies and procedures as they relate to benefits data for the welfare and retirement programs. Develop and apply automated and process solutions to remedy operational inefficiencies while working within regulatory compliance requirements for retirement and welfare plans.
- Serve as the secondary point of contact for Long Term Disability and Disability Retirement administration. Assist employees with the disability claims process, review paperwork to ensure completeness and provide ongoing case management working directly with the disability vendor as applicable. Consult with internal business units to communicate and ensure timely processing and reporting of all disability case determinations. Review and maintain documented processes and procedures as required.
Job Duties II
- Manages special, critical, and analytical projects assigned by Health & Welfare Plans Manager which includes required research that leads to benefit recommendations for plan changes. Consult with benefit plan vendors, legal counsel or consultants as needed. Requires discretion and latitude.
- Serve as a backup to the Benefits HelpLine providing support as business needs require.
- Research and identify best practices in the industry to assist and continue with the development of HRIS system functions to increase efficiency and accuracy in benefits administration.
