Job Summary

The Reliability SIS Engineer is responsible for developing solutions to complex problems that require regular use of ingenuity and creativity. They analyze the scope of projects, determine engineering requirements, establish criteria, develop economic and feasibility studies, and evaluate engineering designs and procedures. They provide counsel and assistance in technical matters to engineers, technicians, and supervisory personnel, and direct and coordinate team or task force efforts toward project development and design. They may indirectly supervise the activities of professional and nonprofessional personnel.

 

The position ensures all SIS installations comply with SIS standards following startup (operation, maintenance, changes, bypassing, decommissioning). Additionally, this position assists, champions, and supports major capital projects. The SIS Engineer is responsible for troubleshooting SIS/Instrument problems involving refinery maintenance and reliability. They define program and documentation standards to ensure refinery reliability and equipment availability.

Minimum Qualifications

  • Bachelor of Science in Engineering (Mechanical, Chemical, Electrical or Civil) or other related engineering degree.
  • Five years of job-related experience.
  • SIS Certification professional or expert level (Exida, ISA, TUV) Preferred
  • SAP, word processing, spread sheet, database, presentation, familiarity with the internet.
  • Advanced level of familiarity with engineering practices and industry standards and specifications related to engineering.
  • Ability to manage assigned projects under limited supervision.
  • Valid Driver's License
  • Ability to obtain a Transportation Worker's Identification Credential (TWIC)

Job Duties

  • Provide engineering expertise to properly direct engineering and team efforts to provide a safe design in compliance with company policies, safety rules, and regulatory codes, and practices. Build safety into all projects.
  • Develop scope for projects that make significant long-term changes that add to the refinery bottom line long-term. These may be capital or non-capital modifications that will be defined, scoped, and most importantly, implemented in the field.
  • Monitor and control project costs. Senior engineers will often hire outside contractors for specific projects and tasks. They should ensure proper selection, well-defined work scopes, clear deliverable objectives, and a project timetable. The senior engineer must ensure timely completion and quality work all within budget.
  • Serve in the role of trainer and centers of excellence to keep CITGO abreast of technology changes and incorporate those changes within the system. This can involve working within one's area of expertise, but also outside of one's area of expertise to share those benefits with others.
  • Mentor and train new engineers and others within your work group whether as their supervisor or just as an experienced individual sharing information for others to benefit.
  • Complete special assignments and outside projects unrelated to your area, but necessary for CITGO to meet business needs as assigned by your supervisor.

Job Responsibilities

  • Design SIS systems for refinery maintenance and capital projects, including field walk-thus of systems.

  • Support Instrumentation Technicians and DCS/PLC group with complex field problems.  Assist in technical training and craftsmen technical skills development relating to SIS.

  • Develop, review, and modify refinery instrument standards with vendors recommendations, NFPA codes and IEC 61511. Updated Standards as necessary.

  • Assist in Turnaround work scope development and file documentation for SIS checkouts.

  • Submit engineering work requests capital improvement projects for instruments and SIS installations.

  • Update all documentation for SIS modifications to instruments, test procedures and functional checkouts.

  • Act as SIS subject matter expert during internal and external audits, regulatory investigations, unit PHA’s, and other refinery special projects.

  • Conduct Root Cause Analysis on SIS incidents and investigations and develop KPIs for SIS Trips.

  • Review and Approve SIS bypasses and system design changes through MOC process.

  • Maintain spare parts strategy for SIS instruments and improve PVMs in SAP.

  • Audit and make recommendations to assure all stages of SIS Lifecycle are being followed and documented electronically. Update documentation when gaps are identified.
