Job Summary

NOTE: This position is in Corpus Christi, Texas. Must be willing to relocate if not local to the area. 

The Instrument and Electrical (I&E) Reliability Supervisor position will lead the I&E reliability reviews and improvement recommendations for instrumentation, controls systems, and electrical in the refinery. This position will supervise the Reliability I&E Engineers and work with Maintenance I&E Managers and Project Engineering to put together programs, assign work priorities, create, and execute the I&E Reliability Budget, provide input into the Capital MTP and Budget for I&E projects, and provide input into the Maintenance Budget for I&E expense projects and needs.  The position will provide leadership and technical support for I&E throughout the refinery. This position must be a knowledgeable in Safety Instrumented Systems for the refinery. This position leads the effort in reliability engineering for I&E to improve availability, reduce maintenance costs, increase MTBF, increase equipment on-line performance, and provide, develop, and lead reliability analysis and programs.

Minimum Qualifications

  • Bachelor of Science in engineering (Mechanical, Chemical, Electrical or Civil) or other related engineering degree.
  • Eight years or more of job-related experience in instrumentation and/or electrical engineering in processing facilities.
  • Refinery experience preferred.
  • Innovation skills related to developing solutions to complex problems which require the regular use of ingenuity and creativity.
  • Independent decision-making skills
  • Leadership skills related to coordinating and directing a task force effort toward the solution of major project development and design issues.
  • Analytical skills to determine engineering requirements, criteria, feasibility, and design.
  • Ability to resolve conflicts encountered in the course of performing assigned duties.
  • Ability to supervise others; ability to conduct performance reviews and determine appropriate salary/performance incentive recommendations.
  • Ability to work toward assigned objective without supervision.
  • Valid Driver's License
  • Ability to obtain a Transportation Worker's Identification Credential (TWIC)

Job Duties

  • Provide engineering expertise to properly supervise engineering and team efforts to provide a safe design in compliance with company policies, safety rules, and regulatory codes, and practices. Build safety into all projects.
  • Develop scope for projects that make significant long-term changes that add to the refinery bottom line long-term. These may be capital or non-capital modifications that will be defined, scoped, and most importantly, implemented in the field.
  • Monitor and control project costs. Senior Engineer Supervisors will often hire outside contractors for specific projects and tasks. They should ensure proper selection, well-defined work scopes, clear deliverable objectives, and a project timetable. The Senior Engineer Supervisor must ensure timely completion and quality work all within budget.
  • Direct the mentoring and training of new engineers and others within your work group whether as their supervisor or just as experienced individual sharing information for others to benefit.
  • Complete special assignments and outside projects totally unrelated to your area, but necessary for CITGO to meet business needs as assigned by your supervisor.

Job Responsibilities

  • Leads the I&E Reliability Engineers to improve I&E performance; Plans and directs work, provides training, facilitates interaction with other work groups, establishes goals and objectives, and sets performance criteria.

  • Provides I&E technology expertise to the refinery. Develop solutions to complex problems which require ingenuity and creativity. Expected to lead and/or participate in multi-discipline teams to produce refinery reliability solutions.

  • Sets the I&E reliability goals for the year including program and project prioritization working with the Manager of Reliability and the Maintenance I&E Managers.  Maintains the Mechanical Integrity programs for I&E.

  • Provides input to the Reliability Department budget and manages the I&E budget for the refinery.

  • Provides support to SIS Engineering Supervisor with on-going SIS activities and initiatives.

  • Ensures I&E reliability expectations are by:

    • Leading/Facilitating Root Cause Analysis.
    • Developing and managing I&E obsolescence lists.
    • Developing and managing I&E bad actors.
    • Developing and managing I&E KPI’s.
    • Performing life cycle cost analysis on design modification and metallurgy upgrade options to provide recommendations to management.
    • Providing technical input to strategies for maintenance, repair, and replacement specifications.
    • Identifying and implementing improvement ideas to improve operational performance, increase availability, and reduce costs.
    • Providing technical input to capital project design basis and support to develop project options.
    • Supporting Operations by responding to refinery needs and emergency situations 24-7-365.
    • Supporting plant turnaround efforts with technical and leadership support.
