Job Summary
The Turnaround Manager is responsible to develop, oversee, and manage the planning, execution, and completion of all turnarounds and outages at the CCR Refinery. Additionally, the Manager is responsible for CITGO and contract personnel, budgets and cost controls, and cross functional work teams including members of the safety, operations, reliability, inspection, maintenance, and management groups. This includes being responsible for oversight and development of pre-turnaround scope management and evaluates if scope goals are met.
Conducts and participates in turnaround and outage reviews to provide direction on continuous improvements that impact and minimize incidents and/or loss. The review efficiently and effectively directs, manages, and coordinates areas of safety policies, quality reviews, purchasing materials, and internal and external resources availability. Provides expertise to Management on key performance indicator status including turnaround/outage budget, risks or potential delays, reports loss/gains that occur during turnarounds and outages.
Serves and leads the Refinery in turnaround improve efforts and initiatives. Responsible to ensure compliance with all CITGO policies and procedures and ensure completion of projects without significant safety impact. Establishes goals and objectives, plans, and directs work, and sets performance criteria for the Turnaround Department.
Minimum Qualifications
- Bachelor’s degree in related field, with (11) years of related maintenance experience, or
- Associate’s degree in related field, with (13) years of related maintenance experience, or
- High School Diploma, with (15) years of related maintenance experience, in lieu of degree
- Minimum of (10) years experience in industrial maintenance/construction management
- Minimum of (5) years in a supervisory or leadership role
- Minimum of (5) years in petrochemical or refinery industry
- Experience with SAP required
- Proficient verbal, written, and presentation communication skills required
Job Duties
- Responsible for the overall leadership, direction, management and performance of the turnaround and outage projects as it relates to safety, quality, business cost, schedule and scope objectives; this includes developing plans and setting goals, expectations and priorities. Must develop and manage operating budgets, prepare progress reports, and facilitate the interaction with other departments, other refineries, corporate groups, contractors, CITGO operations, CITGO maintenance, and other project teams to assure proper integration of activities. Establish the organizational structure, performance measures, and maintain departmental procedures. Involved in all key project and business decisions and recommendation to management.
- Responsible for the leadership and management of group personnel. This includes manpower planning and staffing, training, performance planning, coaching, performance reviews, setting job expectations, salary administration, career planning, and other personnel administrative duties. Responsible for the overall management of contractors and consultants providing service for the group
- Responsible for providing safety leadership, management, and performance. This includes setting expectations and goals, developing project programs and practices, monitoring program compliance, providing training, pre-job analysis and process safety management, conducting group meetings, active participation in performing audits and inspections, promoting improvement ideas, and incident reporting and investigation. Role model expectations in this area through visible and active safety leadership.
- Responsible for managing the overall cost and schedule performance for all turnaround and outage projects, while developing and executing a budget for each. Monitors the cost and schedules performance of current turnarounds and outage projects. Establishes standards and systems for cost productivity and schedule management. Provides assistance for turnaround and outage project cost and schedule analysis. Participate in the development of contractor bid packages, bid evaluation and maintaining the contracting process and practices, contractor qualification, evaluation and selection, contract negotiations, contract administration, and monitoring and managing contract performance for safety, quality, cost, and schedule.
- Provides quality management oversight and assurance for all turnaround and outage projects from scope development through planning, scheduling, execution and documentation stages. Ensures adherence to policies, procedures, plans and specifications. Guides the teams in the development and application of quality management principles, including conformance to business and project requirements. Provides advice and approval on turnaround and outage methods, field changes and conflict resolution. Provides leadership and management of the continuous improvement process
