At CITGO our people are our most important resource.  Our core values are Safety, Integrity, Respect, Accountability, and Care.

Job Summary

Manage all tank outages and maintenance for the Refinery.  Encourage a proactive safety program and ensure compliance by CITGO and Contractors personnel.  Comply with policies and procedures in all areas including material purchases, service contracts, and accounting for money spent in Maintenance.  Manage the overall refinery tank turnarounds, safety, scope of work, schedules, budgets and maintain API653 compliance with all of the tanks.  Administer contracts according to the internal outline agreements and external agreements

Minimum Qualifications

  • Bachelors in Engineering or other related technical degree and 7 years of job related experience OR
  • 15 years of maintenance experience in lieu of degree
  • Basic knowledge of Primavera Project 3.0
  • SAP basic knowledge
  • Turnaround Experience
  • API653 Preferred

Job Duties

  • Prepare a scope of work and estimate for each tank repair and submit to management for funding approval.  Generate the proper documentation such as Authorization for Expenditure (AFE), Management of Change (MOC), repair schedule, execution plan, contract strategy and cost estimate for each tank repair.  Obtain technical support from the engineering group to develop a scope of repairs to assure compliance with API standard.  Revise AFE's after the inspection of each tank is complete and submit it for management approval for funding.  Seek capital funds when required for internal liner installation, new foam systems or tank modifications.  Control tank repair spending and revise AFE's as required to keep management informed
  • Prepare a long range (10-year) tank repair schedule for the entire refinery to meet with the American Petroleum Institute standard - API653.  There are about 200 tanks in the refinery that are to comply with this API standard.  Schedule regular meetings with Inspection, Operations, Environmental and Safety Departments to obtain information about tank inspection history, operational impact, safety and environmental procedures to develop a work scope and schedule.  Tank repair estimates should be considered for capital funding if repair cost is more than 50% of the cost of a new tank.
  • Develop a consolidated yearly budget for tank repairs based on the long range schedule.  The estimated budget for the tank program ranges from $15MM to $25MM per year.  Track monthly spending for each tank and report variances to direct supervision with corresponding explanations so that management is aware and may authorize any budget overrun.  Year end spending forecast for the tank repair program has to be updated on a monthly basis to make management aware of potential budget exceedance.  Due to the number of tank repairs in progress (approximately 15 tanks) at any given time, it is important to use computer software like Primavera, Microsoft project and Excel spreadsheets to develop and maintain a cost control system to provide good decision making information.  The yearly budget allocated for tank repairs can not be exceeded unless approved by management.  Attend monthly meetings with the Maintenance Management team to report the tank repair progress, spending and year end forecast.
  • Achieve 100% compliance with safety and environmental procedures.  Communicate and share incidents within the area of responsibility with direct reports, promptly respond and report any incident to supervision and take necessary actions to correct and prevent similar incidents from happening.  Perform safe work permit audits on a randomly basis to check for compliance with CITGO's Safe Work Permit procedure.  This procedure provides the basis to perform maintenance work in the refinery.  Non-compliance with this procedure may result in personal injuries and property damages

Job Duties II

  • Manage the performance of tank repairs by internal contractors according to the outlined agreements.  Manpower in the tank repair program ranges between 15-50 craftsmen.  In some cases, it will be required to ask for external bids due to the manpower level or contractor execution limitations, such as cleaning crude tanks (sludge at the bottom).  Interact with the Purchasing department to verify compliance with the outlined contract agreements.  Prepare, evaluate and make recommendations on bid packages to award the contract to the most favorable contractor.  Bid packages may range from 5 to 10 per year.
  • Create notifications and work order plans in SAP to document tank inspections, charge craftsmen time and materials for cost control.  Write work order requisitions for internal contractor services and verify that purchase orders do not exceed the estimated value.  Seek work order and requisition reapproval if the project will exceed the original estimate.   A detailed explanation of exceedance is to be added to the requisition for re-approval, documentation and audit purposes.  Not providing and adding the corresponding explanation and submitting the requisition for re-approval before money is committed or spent is against CITGO's procedures

Job duties displayed above are not all-inclusive, site-specific responsibilities may be assigned.
