Job Summary

Provides safety services and oversight for assigned areas of the refinery. Approves all high-energy hot work permits and initial confined space entry permits. Supports incident investigation for all incidents in their areas, as well as other areas as requested. Champions incident reporting and action item completion in their area through use of the incident management software and area meetings. Performs ongoing audits of work permits and conditions in assigned areas. Responsible for providing subject matter expertise on assigned procedures. Responsible for delivering safety-related training as needed. Support turnaround work, including supervision of Turnaround Safety Coordinators. 

Minimum Qualifications

Operator level with seven (7) years experience in Operations or Maintenance.

OR

Five (5) years safety-related job experience within a refinery/chemical plant environment

Job Duties

  1. Provides safety expertise and oversight for areas of responsibility through regular field presence and participation in MOCs, PSSRs, PHAs, Area Meetings, and other activities. Also assists in issuance of Initial Confined Space Entry Permits and High Energy Hot Work Permits, participates in group safety audits, and responds to field to investigate safety concerns reported by CITGO or contract employees. This includes providing oversight and coordination of Turnaround Safety Coordinators and providing an even greater field presence during turnarounds.
  2. Participates in planning meetings and related activities to provide safety expertise to help pre-plan turnarounds or jobs presenting high hazards or special safety challenges. Acts as an arbitrator on the intent of Safety Procedures or safety practices recommended by the Safety Department. Also is called upon to participate in meetings and/or review projects within area of responsibility to ensure that safety and health matters are given due consideration.
  3. Becomes thoroughly familiar with the details surrounding each safety incident occurring within area of responsibility. Tracks accident/incident reporting process for incidents in area and ensures adequate reporting/investigation and follow-up. Participates, as requested, on formal Incident Investigation teams and/or provides data or testimony to such teams called upon.
  4. Conduct field audits of work permits and conditions within the refinery and report results of those audits to management. This includes observance and auditing of jobs in progress compared to posted work permits and taking actions necessary to correct any deficiencies or misunderstandings of CITGO safety Procedures.
  5. Develop and deliver training content for new hire training, safety meetings, safety huddles, and other forums, as requested
  6. Participates as a member of CITGO CCR's Emergency Response Team and will respond to all Level 2 and 3 events, and Level 1 events, when required.
  7.  Acts as champion and provide subject matter expertise on assigned safety procedures, including review and gaining approval per ADM-001
