Job Summary
The Process Safety Engineer is responsible for implementing and maintaining systems to reduce risk and diminish or remove hazards. The Process Safety Engineer actively works in their designated operating areas to implement, update, improve PSM systems and processes, standards, procedures, and communicates critical PSM/RMP related performance information to the HSSE Department.
Minimum Qualifications
- Bachelor's degree in Safety Engineering, Environmental Engineering, Chemical Engineering, Mechanical Engineering and/or Civil Engineering experience with two (2+) or more years of refinery or chemical plant safety experience. (5 years highly preferred)
- Knowledge of OSHA General Safety and PSM regulations
- Has wide exposure in a field or discipline
Job Duties
- Provides engineering support to refinery on safety related issues/projects and oversees risk analysis evaluations.
- Oversees development, implementation, and maintenance of the safety department KPI measurement system and all corporate safety standards applications.
- Oversees various process hazard analysis (PHA) recommendations for completion.
- Project manager for small safety expense or capital projects (as assigned by HSSE).
- Conducts engineering studies related to developing and implementing safe and environmentally sound systems and methods of production that are as efficient as possible and meet all federal and state safety and health regulations.
- Evaluates and completes quantitative risk assessments and makes recommendations regarding necessary actions required to meet regulatory compliance and the company's safety standards.
- Facilitate various forms of hazard analysis including Hazard and Operability Studies (HazOp), Layers of Protection Analysis (LOPA), what-if, and what-if checklist methods.
- Steward the refineries PHA Program and oversee the life cycle for the PHA process
- Lead development of interim risk reduction strategies for high consequence scenarios
- Champion process safety
- Interact regularly and frequently with Operations, Maintenance, and Engineering to build rapport and to be aware of, and assist with resolving, process safety issues
- Develop and deliver training on process safety management and related topics. Advise on interpretation and application of internal and external standards
Job Duties II
- Provides technical and program expertise involving the application of process safety requirements as defined by regulatory agencies and the company's process safety program guidelines.
- Oversees the EPA’s Risk Management Program for the facility.
- Provides regulatory interpretation and technical support and advice, as required, on process safety matters directly to management at a specific operating site.
- Maintains expert knowledge of specific requirements imposed by government agencies.
- Maintain knowledge of and competency in current affairs and contemporary issues of OSHA Process Safety Management & EPA Risk Management Plan
- Acts as a lead person or technical expert and provides functional direction and training in the application of the process safety program.
- Maintains a strong working knowledge of the design of the company's facilities to reference when recommending changes in safety applications. The recommended changes are based on risk, chemical potential and complexity of each diverse operating site.
- Studies engineering plans, performs observations and reviews production systems to identify the best methods or processes.
- Conducts engineering studies related to developing and implementing safe and environmentally sound systems and methods of production that are as efficient as possible and meet all federal and state safety and health regulations.
