Job Summary

Provides business process analysis along with information system support and development services in a team-oriented environment. Responsible for continuing self-development along with team planning and leadership as needed. Functions with limited supervision.

The Information Analyst position is responsible for all aspects of critical applications used at the Corpus Christi Refinery. Included in this list of critical systems supported by the group are the OSIsoft/AVEVA PI System, Bently Nevada System 1, Lenel Security system, PRIDE operator rounds system, Baytek cBLISS LIMS, Microsoft SharePoint system, SQL Server systems, and around one hundred other applications and software solutions used by many different departments. The person in this position applies an extensive background of technical expertise along with analysis and an understanding of business and practical requirements to meet the business needs of our users by recommending, creating, and implementing technical solutions to business needs. The Information Analyst provides analysis, makes recommendations, and creates solutions regarding improvements in project/systems development, design or implementation. This position plans and coordinates project teams and successfully executes projects. Additional responsibilities include using critical thinking skills to determine and develop alternative approaches to complex problems and responds to critical application support issues and local refinery emergency EOC duties in a 24 x 7 environment.

Minimum Qualifications

Bachelor of Science or Business Administration degree in Computer Science, Information Technology, Management Information Systems or related IT field.

The minimum number of years of job related experience required by this job is: 

Associate Information Analyst: 1 Year

Information Analyst: 3 Years

Senior Information Analyst: 8 Years

Required Skills:

  • Analytical and critical thinking skills
  • Software debugging and development
  • Database design and management
  • Ability to confidently and patiently communicate with users for support calls

Preferred Skills/Knowledge:

  • Experience in the Refining industry
  • Experience with Lenel Security system
  • Experience with Microsoft SQL Server databases and two-tiered applications
  • Experience with Microsoft IIS Web Servers and ASP.NET web applications

 

Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)

ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Job Duties

  • Collaborate with process owners to analyze business processes and propose process improvements enabled by information technology. Participate in value proposition development.
  • Develop technical designs and implement software solutions to support business process improvements. Development may include custom programming using CITGO approved development tools and/or package software configuration.
  • Formulate, communicate and execute project plans, with limited supervision. Provide input for project and departmental budget development.
  • Collaborate with project team members. Plan and direct activities of team members when appropriate. Prepare and execute oral and written communications. Function as a project team spokesperson.
  • Anticipate and investigate production system problems/questions ascertaining root cause and corrective action needed. Design, develop, test and implement corrective action.
  • Plan, prepare and deliver appropriate training to end-users.
  • Develop technical skill sets, leadership skills, presentation skills, business area knowledge and independent thinking/decision making abilities on an ongoing basis. Stay abreast of technology innovation and its applicability to CITGO's business.
  • Gain detailed knowledge of CITGO Business processes in specific areas of responsibility including interaction(s) with other business processes.
  • Master new technologies and discerns appropriate use of technical tools to create value-added technical solutions to meet business needs.
  • Develop, implement, and maintain software applications and projects. Analyzes and designs software solutions. Controls and executes all aspects of software projects.
  • Support designated critical applications, 24 hours a day, 7 days a week. 
  • Support and troubleshoots all software applications in realm of responsibility. Analyzes and supports software integration issues related to refinery applications. Advises management of possible software/hardware deficiencies and advises of possible solutions.
  • Adhere to and follows program development, coding, and program language standards. Properly utilizes all IT Governance tools and adheres to related processes
