Job Summary
This position will be responsible for Title V Compliance and Deviation Reporting and Release Reporting programs. Duties will include daily evaluation of permit compliance and deviation tracking, maintaining compliance tools and records for periodic reporting, emissions events and reportable events, and communicating with refinery personnel and contractors effectively, establishing review meetings with refinery personnel (staff engineers and operations supervisors/managers). The role also includes preparing semi-annual reports for review by peers, managers, and Plant Manager, and maintaining monthly deviation count for Environmental metrics and performance review. The environmental engineer will support refinery personnel and provide guidance on Title V compliance and deviations, and release reporting criteria. Additional duties include on-call rotation, including responding to critical spills and completing agency notifications. This position requires technical writing skills for preparing agency correspondence and utilizing Microsoft programs to manage compliance tools and refinery metrics and presentations. Knowledge/experience with refinery processes (e.g., MOC, Safe Work Permits, etc.) is preferred. The environmental engineer will be required to develop and maintain program guidance documents, train refinery and contract personnel, and prepare periodic and annual compliance certifications. Must also attend refinery meetings, trainings, and support significant events (e.g., hurricane preparation, inclement weather events, outages/turnarounds, root cause analysis team charters) as representative for environmental air compliance requirements.
Minimum Qualifications
Associate Engineer:
- B.S. Degree in Chemical Engineering, or other related engineering degree with appropriate experience may be considered.
- Overall GPA of 3.0 or above (A=4.0) (Must provide proof of current GPA at time of hire to verify eligibility requirements are met).
- (Preferred) Refinery/Petrochemical process plant engineering experience.
- Experience with Simulation Software (i.e. SimSci, Proll, etc.) preferred.
- Valid driver's license required.
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)
Engineer:
- Bachelor's degree in Chemical, Electrical or Mechanical Engineering or other related engineering degree
- Two years of engineering experience
- Good verbal and written communication skills at all levels of the organization
- Ability to work in a multi-tasked environment
- Experience with Microsoft Word, Excel, PowerPoint, and PI preferred
- Valid Driver's License
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)
Job Duties
- Manage daily, monthly, quarterly, and annual compliance tools for deviation reporting. Gather required data for preparation of semi-annual deviation reports, Plant Manager Certification (review/signing), and submittal of periodic reports to agencies.
- Manage required data for preparation, management review, and submittal of air emissions event as part of the Release Reporting role.
- Manage required data for preparation, management review, and submittal of RQ incident reporting for air emissions and spills during On-Call Duty (initial STEERS) and as part of the Release Reporting role (final STEERS).
- Utilize industry compliance tools to improve data gathering and compliance reporting and minimize manual data entry.
- Maintain and improve compliance program processes, guidance documents, and procedures. Periodically train refinery personnel. Ensure TA Environmental Plans are updated with current compliance/permit limits and requirements
- Maintain regulatory knowledge of current areas of responsibilities. Provide support to refinery personnel and become point of contact for compliance areas.
