Job Summary
This position will be responsible for the RCRA Waste Management and Remediation programs. Environmental advisor duties will include coordination and oversight of environmental contractors supporting the day-to-day management of Industrial Hazardous Waste permit compliance, including container requests, tracking, inspections, sampling, profiling, manifesting, and movements. The position is also responsible for maintaining compliance tools and records for annual reporting (AWS, P2Plans, CCIH) and semi-annual groundwater monitoring reports; assisting refinery personnel and contractors with waste management requests and spills remediation, best management practices for waste minimization and spill prevention; scheduling transportation of containers for offsite disposal; coordinating with disposal facilities and laboratories; and managing/sponsoring vendor contracts. The advisor is required to maintain monthly Environmental metrics and key performance indicators. Additional duties include on-call rotation, such as responding to critical spills and completing agency notifications. Skills shall include technical writing for preparing agency correspondence and utilizing Microsoft programs to manage compliance tools, refinery metrics, and presentations. Knowledge/experience with RCRA, DOT, and refinery processes (e.g., MOC, Safe Work Permits, etc.) is preferred. The Environmental advisor will be trained on DOT regulations and will be required to develop and maintain waste program guidance documents and procedures, train refinery and contract personnel, and provide relevant waste data needed for compliance reporting of other programs (e.g., TRI, BWON). Must also attend refinery meetings, training events, and support significant events (e.g., hurricane preparation, inclement weather events, outages/turnarounds, root cause analysis team charters) to represent Environmental Department on waste and spill remediation requirements.
Minimum Qualifications
- Bachelor’s degree in Environmental, Engineering or related technical field plus 3 years of job related experience.
- Must have strong verbal and written communication skills.
- Must have strong computer skills, including proficiency with Microsoft Office programs.
- Preferred: Refinery/chemical plant experience
Job Duties
- Manage daily/weekly, monthly, quarterly, and annual compliance tracking tools. Gather required data for preparation of semi-annual and annual reports and plans; Plant Manager Certification (review/signing) of permit renewals/ amendments; and submittal of reports to agencies.
- Manage required systems and records for container requests, inspections, waste characterization, profiling, manifesting, and transportation of waste disposed/recycled/reclaimed off-site. Must ensure waste is properly containerized, labeled, characterized, profiled, manifested, and transported to prevent RCRA and DOT violations.
- Manage contract environmental technicians on daily tasks and support Refinery on compliance requirements.
- Utilize industry best management practices (BMPs) to ensure waste is properly managed to prevent spills/releases.
- Maintain and continuously improve compliance program processes, guidance documents, and procedures. Periodically train refinery personnel. Ensure TA Environmental Plans are updated with current compliance and refinery requirements.
- Maintain regulatory knowledge of RCRA, DOT, and wastewater effluent/stormwater discharge requirements and reporting.
