Job Summary
Environmental Advisor-Air position will be responsible for several air compliance programs, including Leak Detection and Repair (LDAR), Cooling Towers (CT), Benzene Fenceline Monitoring (Bz FLM), Ozone Depleting Substances (ODS), Reciprocating Internal Combustion Engines (RICE), and Tanks (Kc LEL monitoring). Advisor will also be responsible for data evaluations, periodic reporting, supporting refinery personnel on compliance matters related to LDAR, Bz FLM, etc., and participate in on-call duty rotation for spills and agency notifications. The position requires the ability to prepare agency correspondence, utilize Microsoft programs to manage compliance tools, effectively communicate to refinery and contract personnel, maintain program guidance documents current, train refinery and contract personnel, coordinate with refinery and contract personnel on LDAR leaks, Delay of Repair, CT leaks, leaks affecting Bz FLM performance, Internal Floating Roof Tank LEL monitoring, and prepare semi-annual and annual compliance reports. The air advisor must also ensure Refinery adheres to federal and state regulations and permit requirements, in addition to attending refinery meetings to represent environmental for air compliance requirements and completing management of change (MOC) Env checklist when requested by the Area MOC Manager.
Minimum Qualifications
- Bachelor’s degree in Engineering, Science, Environmental or related technical field plus 3 years of job-related experience
- Must have strong verbal and written communication skills.
- Must have strong computer skills, including proficiency with Microsoft Office programs.
Job Duties
- Manage and gather required data for preparing periodic compliance reports, including Plant Manager certification (review/signing) and submittal to regulatory agency. Periodic reports include quarterly MACT CC Fenceline Monitoring, semi-annual NSPS VVa/MACT CC & HON MACT Subpart H LDAR (fugitive) reports.
- Manage and gather required data for preparing and submitting reportable quantity (RQ) incident notifications for air emissions and spills during on-call duty. Reports to be reviewed by Supervisor, Environmental Manager (or delegate), and HSSE Manager.
- Schedule, monitor, and manage contractor conducting LDAR monitoring (valves, pumps, etc.). Ensure Delay of Repair requests meet requirements before approving. Ensure monthly Cooling Tower water is monitored for volatile organic compound (VOC) leakage from heat exchangers. Maintain records for ODS and RICE inventory and schedule engine stack testing as applicable.
- Utilize industry compliance tools to improve data gathering and compliance reporting and minimize manual data entry and tracking.
- Maintain and improve compliance program processes, guidance documents, and procedures. Periodically train refinery personnel. Ensure Turnaround Environmental Plans are updated with current compliance/permit requirements.
- Maintain regulatory knowledge of current areas of responsibilities. Provide support to refinery personnel and become point of contact for assigned Refinery Area.
