Job Summary

This position will be responsible for multimedia programs including Maintenance, Startup, and Shutdown (MSS) permit compliance for routine and non-routine activities; Tank inspection requirements for NSPS Kb and Kc compliance; and Spill, Prevention, Control and Countermeasure (SPCC) Plan and inspection requirements. Duties will include daily evaluation of MSS permit compliance and deviation tracking, maintaining compliance tools, calculations, and records for routine and periodic reporting; attending program meetings for Tanks and Turnarounds/Outages; communicating requirements to refinery personnel and contractors effectively; and establishing review meetings with refinery personnel and contractors for Turnaround/Tank MSS requirements, NSPS Kc LEL monitoring requirements and SPCC compliance. The role also includes preparing NSPS Kb notifications/reports for upload to EPA CEDRI; preparing semi-annual NSPS Kc reports for review by peers, managers, and Plant Manager; and maintaining monthly calculations and status of projects for Environmental metrics and performance review, respectively. The environmental advisor will support refinery personnel and provide guidance on MSS, Tanks, and SPCC compliance and provide training to refinery and contract personnel. Additional duties include on-call rotation, including responding to critical spills and completing agency notifications. This position requires technical writing skills for preparing agency correspondence and utilizing Microsoft programs and Enablon to manage compliance tools, refinery metrics and presentations. Knowledge/experience with refinery processes (e.g., MOC, Safe Work Permits, etc.) is preferred. The environmental advisor will be required to develop and maintain program guidance documents and procedures Must also attend refinery meetings, training events, and support significant events (e.g., hurricane preparation, inclement weather events, and root cause analysis team charters) as representative for environmental compliance requirements specific to assigned programs.

Minimum Qualifications

Bachelor’s degree in Engineering, Science, Environmental or related technical field.

3 years of job related experience

Must have strong verbal and written communication skills.

Must have strong computer skills, including proficiency with Microsoft Office programs.

Preferred: Refinery/chemical plant experience

Job Duties

  • Manage daily, monthly, quarterly, and annual compliance tools for MSS, Tanks, and SPCC. Gather required data for preparation of semi-annual NSPS Kc reports, Plant Manager Certification (review/signing), and submittal of reports to regulatory agencies.
  • Manage required data for MSS calculations, NSPS Kc LEL monitoring, NSPS Kb/Kc tank seal & roof inspections with notifications/reporting in EPA CEDRI, and SPCC monthly tank inspections
  • Assist with managing required data and preparing initial reports (TCEQ STEERS and LEPC) for reportable events during On-Call Duty.
  • Utilize industry compliance tools to improve data gathering and compliance reporting and minimize manual data entry.
  • Maintain and improve compliance program processes, guidance documents, and procedures.  Periodically train refinery and contract personnel. Ensure TA Environmental Plans are updated with current compliance/permit limits and requirements.
  • Maintain regulatory knowledge of current areas of responsibilities. Provide support to refinery personnel and be point of contact for assigned compliance areas.
