Job Summary
The Air Programs & Compliance Supervisor is responsible for overseeing and/or performing air compliance duties and associated federal and state permitting for applicable air programs. Duties may include feasibility or sustainability studies, economic analysis of projects, emissions control equipment specifications, air emissions calculations as well as review and interpretation of analytical studies. The Air Programs & Compliance Supervisor plays a crucial role in promoting environmental stewardship and safeguarding our environment by addressing a wide range of environmental challenges. The Air Supervisor’s primary responsibilities encompass designing, developing, and implementing solutions that mitigate pollution, conserve natural resources, and promote sustainable practices. Based on assigned role and responsibilities, the Air Supervisor may be responsible for conducting thorough air compliance assessments utilizing advanced monitoring and modeling techniques to evaluate environmental impacts. Collaborating with facility personnel, regulators, and the community in which we operate, the Air Programs & Compliance Supervisor devises strategies to reduce air emissions and ensures compliance with applicable federal, state, and local environmental regulations pertaining to air. Other duties of the Air Programs & Compliance Supervisor may include conducting regulatory applicability and compliance assessments, creating and updating compliance demonstrations, updating policies and procedures related to environmental compliance obligations, and developing and submitting environmental compliance reports to regulatory agencies. The successful candidate will have the ability to network with stakeholders to identify and define projects, develop, and negotiate proposals, build teams of technical staff and contractors to execute work safely, maintain quality and risk management processes to keep work on track, and deliver according to scope, schedule, and budget.
Minimum Qualifications
- Bachelor’s degree in Engineering, Science, Environmental or related technical field plus eight (8) years of job related experience.
- Must have strong verbal and written communication skills.
- Must have strong computer skills, including proficiency with Microsoft Office programs.
Preferred:Refinery/Chemical Plant experience
Job Duties
1. Ensures air team has all required data to prepare periodic compliance reports, including Plant Manager certification (review/signing) and submittal to regulatory agency. Periodic reports include Annual Emission Inventory, Greenhouse Gas (GHG), NSPS Part 60 Subparts A (CEMS), Db, J/Ja, NNN; NESHAP Part 63, Subparts F (HON), MACT CC, UUU, and DDDDD.
2. Participates in on-call rotation and provides thorough review of agency reports, including reportable quantity (RQ) incident notifications for air emissions associated with releases/spills. Reports to be reviewed by Environmental Manager (or delegate), and HSSE Manager.
3. Collaborate with air consultants to complete air permitting actions and address air compliance matters.
4. Develop environmental managements systems utilizing industry compliance tools to improve data gathering and compliance reporting.
5. Maintain and improve compliance program processes, guidance documents, and procedures. Periodically train refinery personnel. Ensure Turnaround Environmental Plans are updated with current compliance/permit requirements.
6. Maintain regulatory knowledge of current areas of responsibilities. Provide support to refinery personnel and become main point of contact for air programs and compliance matters.
